This is the US men'sscale, which is not the same as a unisex one — a women's size runs about a size and a half higher. There is still no centimetre chart here, because none has been measured for these designs. The size guide sets out both, including the part we cannot tell you.

What they are not

Not dive gear. They are sandals.
Not orthotics, and not sold as a medical device.
Not made of fish. Named after them.
